# Appraisal Affordability - What Counties to Order Hybrid Appraisals Today

Posted by [Eric Tsai](https://blog.asteroom.com/author/eric-tsai) on October 23, 2026

Affordability is the major issue facing the housing finance industry today.

## Housing Finance Affordability

The Executive Order ‘Decreasing Housing Costs For The American People’, released on October 22, 2026, calls for proactive mortgage insurance cancellation, automated title reviews, reduced appraisals, reduced documentation and lower title fees. This follows the recent FHFA approval of the VantageScore credit model that was quickly adopted by the largest lenders to lower credit score fees.

## Uniform Appraisal Dataset (UAD) 3.6 Temporary Policy Exception

The GSEs announced the temporary policy exception for sellers needing more time to implement UAD 3.6.

Approved GSE sellers can continue to submit new UAD 2.6 reports to UCDP through May 19, 2027, although after March 1, 2027, UAD 2.6 appraisals (a) will no longer be scored by CU/LCA, and (b) the loans secured by these appraisal reports will not be eligible for collateral representation and warranty (R&W) relief for value. Large GSE aggregators have already indicated they won’t purchase loans without CU/LCA scores and appreciable R&W relief.

UAD 2.6 appraisal orders for mortgage finance will stop in the first week of February 2027.

## Appraisal Affordability

UAD 3.6 is a much needed upgrade for mortgage finance appraisals and will improve risk management at the GSEs, principally through the collection of more current, accurate, and detailed structured data about the property. This new data standard requires more time from appraisers to inspect properties and to complete the new appraisal report.

As a result lenders are now seeing turn times increasing by 3-5 days, and requests from appraisers for higher fees. Many lenders are proactively adding $100-$300 to their appraisal fee schedules and most appraisers are charging higher fees for the additional time and work.

With affordability in focus, increased UAD 3.6 appraisal fees are occurring at a very challenging time for the industry at large and borrowers trying to secure a mortgage.

So what options are available to lenders and loan production staff?

## UAD 3.6 Hybrid Appraisal Loan Eligibility

Hybrid appraisals are solutions in Fannie Mae’s Selling Guide and Freddie Mac’s Seller/Servicer Guide, and  with expanded eligibility announced on February 5, 2025, effective March 22, 2025, for Fannie Mae and April 7, 2025, for Freddie Mac.

The GSEs allow UAD 3.6 hybrid appraisals on 99% of all loans that would otherwise require a UAD 3.6 traditional appraisal, including purchase, rate-and-term refinance and cash-out refinance loans secured by one-unit primary residences, second homes and investment properties, including eligible condominiums, subject to GSE eligibility and applicable property requirements.

The fees and turn times for UAD 3.6 hybrid appraisals are the same as UAD 2.6 traditional appraisals, and directly address appraisal affordability. Hybrid appraisals offer the further benefit of standardized national pricing.

## UAD 3.6 Hybrid Appraisal Workflow

Hybrid appraisals separate the on-site property inspection from the appraisal. The property data is collected by a trained and verified third party 'property data collector' and passed to an appraiser in the form of a Uniform Property Data (UPD) report. The appraiser uses the UPD in lieu of a personal site visit to complete the appraisal, in the same way they use other data like public records, tax records and MLS sales and listings.

Separating the on-site property inspection from the valuation allows lenders to draw on a large distributed workforce of inspectors and speed up the appraisal process. There are approximately 300,000 real-estate professionals who can readily complete property inspections, compared with 30,000 appraisers active in the relevant residential mortgage market.

A property data collection provider with geographic coverage, standardized training, and quality control can use that workforce to offer a flat nationwide fee for the Uniform Property Data (UPD) report. This significantly reduces lenders dependence on an appraiser’s availability to travel to a property, and the associated scheduling and logistics that often cause delays in the appraisal process, and loan closings.

## How do UAD 3.6 Hybrid Appraisals Address Affordability?

Asteroom has worked with lenders, appraisers, appraisal firms and AMCs to develop national fee models for hybrid appraisals. Asteroom charges a single UPD fee for nationwide 50-state coverage for hybrid appraisals, and completes UPD reports in 3-4 business days.

Asteroom lender clients and AMC partners are working towards a standardized national hybrid appraisal fee, but typically offer a tiered fee to appraisers for a completed assignment in 5-6 business days. This provides the appraisers 24-48 hours to complete the hybrid appraisal after receiving the UPD report. Asteroom pre-fills the URAR UAD 3.6 appraisal for the appraiser, and has integrations directly with TOTAL and other appraisal report writing software.

Experienced appraisers can complete 2-5 hybrid appraisals per day. Appraisers must be licensed in the state, competent to complete assignments in the market area, and have access to the relevant data sources.

- Tier 1 States/Counties - $515
- Tier 2 States/Counties - $490
- Tier 3 States/Counties - $465

The fees quoted exclude any lender or AMC management, technology, or transaction fees levied as the application and amount of these fees may vary widely within the industry.

Today, UAD 3.6 hybrid appraisal turn times and fees are the essentially the same as UAD 2.6 traditional appraisal fees, and projected to trend lower over time as the hybrid model is more widely adopted by lenders and appraisers.

## Where Should Lenders Order UAD 3.6 Hybrid Appraisals?

Asteroom has completed analyses of numerous mortgage pipelines, appraiser panels and fee schedules to provide input to lender hybrid appraisal implementation and rollout plans.

Typically, lenders looks to place UAD 3.6 hybrid appraisal orders when they cannot assign a UAD 3.6 traditional appraisal. In this early stage of rollout, the typical reasons include:

- Lack of panel appraisers ready to accept a UAD 3.6 assignment in the market area
- AMC or appraiser requested fee increases beyond what the lenders believes is acceptable
- AMC or appraisers quoted turn times that are 2-3 weeks, or longer
- Complex properties, often older properties and especially those with above/below grade areas

For lenders proactively planning their hybrid implementation, Asteroom has developed a county-level model that incorporates eligible conventional conforming loan volume, appraiser capacity, appraisal turn time (current and historical), average housing age and average appraiser distance (from subject property) to rank counties in a lender footprint or mortgage pipeline that could potentially benefit the most from using hybrid appraisals.

Below are the top 25 ranked counties from a recent lender analysis.

## Conclusion and Next Steps

Appraisal fees are a significant part of the borrower’s closing costs. Turn times also affect a lender’s ability to meet closing dates and manage rate locks. Hybrid appraisals can address both by assigning property data collection to a trained inspector and allowing the appraiser to focus on analysis and the value conclusion.

For lenders, the opportunity is to establish a flat nationwide fee for the property data collection and a flat nationwide fee for the completed hybrid appraisal, subject to an agreed scope and exceptions. That gives loan production teams lower and more predictable pricing at the start of the transaction.

Lenders can use the additional time granted by the GSE temporary policy exception to pilot hybrid appraisals, establish provider coverage, and prepare their appraiser panels. Hybrid appraisals are an existing valuation option; their availability does not depend on the temporary exception. Fannie Mae supports hybrid reporting under both UAD 2.6 and UAD 3.6.
